An Excel file with size set as letter is Saved As PDF, a different size appeared if scaling is not 100%

Hi,

When I  Save as PDF to a letter size file "8.5x11.xls", with the setting  of 63% scale is causing the resulting converted file to be too large as 13.49x17.46 size. Is it a desired behavior or an issue.
