Conditional Formatting - I'm missing something or Defect?

I have a conditional format on sheet A that checks for a value on sheet B. The conditional formatting works fine but when I save the file and re-open it the conditional fomatting is gone. As a workaround, I have "hard coded" the value in the rule instead of the  rule pointing the value on sheet B.
