Personal.xlsb that worked in excel 2013 causes Excel 2016 to not startup

I have a complex personal.xlsb file  (it accesses serial COM ports and has many userforms) that works fine with Excel 32 bit 2007 and 2013 on any computer I have used it.  When I try to use this personal.xlsb file on certain computers running 32 bit  Excel 2016, Excel freezes on startup ,  and shows that it is trying to load the Solver.XLAM and just stays there forever trying to load the add-in.

The personal.xlsb file is located in the 2 standard  XLSTART folders:

C:\Program Files (x86)\Microsoft Office\root\Office16\XLSTART

C:\Users\{User Account Name}\AppData\Roaming\Microsoft\Excel\XLSTART

I tried going to  Options > Add-ins then un-checking all listed Add-Ins, restart Excel again, but Excel still hangs on startup as long as my personal.xlsb file is in the XLSTART folder.

I also tried a suggestion from another post  from this forum to go to Trust Center > Protected View and un-check the 3 "Enable Protected View" options.  This did no good. Excel still locks up on the startup screen.  Again, none of this happens on Excel 2007 or 2013, just Excel 2016 on certain computers.     Any help appreciated.
