Upgraded to 2013 ... Cant view Files by double clicking file

i had 2010 and just upgraded to 2013,  if i double-click on an Excel file (xlsm, .csv, xls) it will open Excel 2013 but the file is not viewable and there is no worksheet, just the toolbar.

If I use File--Open, everything works fine.  Its the same file i have opened with no issues in 2010.

this behavior is for all my excel files, and I have rebooted and am able to use files via File--Open
