Want to make Microsoft Excel Driver (ODBC driver) a System DSN

I installed Microsoft Office 2010 on a virtual PC, expecting the ODBC driver, Microsoft Excel Driver, to be listed as available in my ODBC data sources after installation.  It does show up under User DSN; however, I want it to be listed under System DSN in order to be available to all users of the machine.  If I try to remove it from User DSN, which I'm assuming I must do before being able to add it under System DSN, I get an error message "The setup routines for the Microsoft Excel Driver (*.xls, *.xlsx, *.xlsm, *.xlsb) ODBC driver could not be found.  Please reinstall the driver."  When I close that error message window, I get another pop-up that says "Errors Found: The specified DSN contains an architecture mismatch between the Driver and Application".

If someone could help me get past these problems, and to the outcome desired, I'd greatly appreciate it.
