Excel 2010 pie chart data labels in case of "Best Fit"

In charts in MS Office 2010, how does Microsoft decide whether to place the data labels in the "Inside" or "Outside" of a sector in a pie chart when we choose the position of the data label to be "Best Fit"?

Also, how do they decide whether to show the "leader lines" or not?
