Microsoft Excel Formula Question

I'm pretty sure I posted this in the wrong forum. 

My question is I want to write a formula that I know =RANDBETWEEN(1,100) will pick a random number within that number range but I want to add to this formula with with a percentage of a chance that their could be a number outside the range as a radical number. But with in an range as well so its a controlled number. So I don't get 8 digit numbers when all I want is a odd number like in the thousands. Is their a way of doing this?
