Excel being edited by two different users

Here is a little background on our computer setup.  We have 4 computers and a NAS in an ad hoc network with everything connected through a D-Link DSS-24+ switch.  3 of the 4 computers are running Win 7 64 bit with Office 2010 the other is Win XP with Office 2003. 

OK on to the problem, one user will open a specific excel file then a second user will open the same file and sometimes be given a notification that the file is locked for editing but sometimes will not.  When the second user is not give the message he does not see the changes the first user has already made and proceeds to makes changes of his own and then the changes the first user made are lost.  We have not been able to narrow down when this happens as it seems to be random or we don't realize its happening until a day or so later and don't remember the events leading up to issue.  I have not found anything similar on my multiple searches, has anyone come across this before or know what might be causing this.
