Error opening file: "The file format differs from the format that the file name extension specifies" on Windows 2008 Server

Need to export data from my BI dashboard to Excel  want to avoid 2007 message about possible corruption. I attempted to use Group Policy Editor fix and I am attempting to use registry fix with out any positive results.
