How to add rows to insert rows using condition format

I have added new columns to my spreadsheet. I used condition formatting and the spreadsheet highlighted the rows all yellow. I tried to change to the rule. It did not work. The rule =INDIRECT("M"&ROW())<=TODAY()+7. It seems like the rows have shifted.
