Excel won't save when open by other users.

We have multiple users in our Excel workbooks, however only one user has permissions to make changes while the rest are read only. When the one user makes changes, Excel throws a message that the changes can't be saved while the book is open in other areas. How can we get around this? We didn't have this issue until we upgraded to Office 2013. Some of the other users are using an older Office version.

We are running Excel on our network drive. When I tried to repeat the error using my computers I was not able to do so, however, the other user is still getting the error if others have the workbook/sheet open.
