Conditional Formatting of row color based on changing cell values

I am trying to apply conditional formatting to a tab based on cell values, but am having some trouble.  For example:

For the below example, I would want the first two rows to be highlighted one color (blue), the next two to be highlighted red, then the next 2 back to blue again.  Sometimes I will have sets of 1, 2, 3, 4, etc. and I want the shading to only change for the row when this cell value changes.
