Applying conditional formating on a range of cells in a table that is based on a data connection

I am trying to apply a condtional format (cf) to Column B (ColB), based on a Value of Column A (ColA).  I have been able to do this with the CF and using a formula for a single row.  To do this I select formula and select ColA Row 1 and then the format I want and it works.  The formula looks like =$A$1=X, however when I apply it to the entire ColB, the formula does not change, meaning I want it to be

B1 = A1=X

B2 = A2=X

In other words for each row, I want it to look at ColA of that row

I have tried removing the $ from the formula, however it does not seem to solve the problem

Every time I run the data refresh, the number of rows can vary based on the data source (project Server 2013 in this case), so I need to make sure ColB is fully formatted, so I do not want to have to apply CF every time I run this Excel based report

Any ideas?
