Why doesn't the CreateBackup=True generate a .xlk file?

What is different in Excel 2010 that is preventing a backup from being created when saving a .xls as a .csv on a network share drive?

If we generate the CSV from Excel 2003, the backups are created.  From Excel 2010, they are not.  It does not matter if the file was saved as a .xls version.  It also doesn't matter if the CSV is created using VBA code (where CreateBackup=True) or you check the option when saving the CSV to "always create backups".

Saving the .xls file with "always create backup checked" DOES generate a backup on the network.

Saving the .xls file as a .csv with the option checked on the local drive also DOES generate a backup.

Is there a setting or different VBA code we can use to allow the backup files to be created from saving a .CSV on the network using Excel 2010?

Thanks
