Cannot cut and insert rows in excel Office 365

Hi

I have been using this version for 12 months with no problems then suddenly I cannot cut and insert rows on my work spreadsheet.

The sheet is not protected, there are no merged cells and I have removed the lists but it still won't allow it.  The is no error message either.

Any ideas?
