Dropdown form multiple lists

OK, so I have several lists. I DON'T want to have to take these lists and copy and past them into a new list, because I need one list that has complete duplication of both. I also have lists that have partial duplication.

I want to know how to have a single drop down that has a list compiled from two other list references.

I.E. have list of fruit. Have list of vegetables. These both qualify under plants. Is there a way to make selecting Plants give me everything from the fruits list and the vegetables list, without having to make a new list just for it?

Bonus question: Is there a way to have a list NOT populate certain items if criteria in cells is not met?

I.E. have fruits list. is there a way to remove, say, oranges and grapefruit from the list if a box is marked saying customer is allergic to citrus?
