Excel 2013 WebQuery hyperlink cannot be followed to the destination

We have used Excel WebQuery in spread sheets for more than a decade.  When we got Office 2010, they stopped working until we used a fix that modifies  HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WebClient\Parameters\BasicAuthLevel in the Registry.  KB article (KB2123563) addresses this fix.

Now we have Office 2013, and the WebQueries again do not work.  Applying the above fix did not seem to change anything.  I tried recreating a data connection From Web.  It worked as far as connecting and getting the data, but when I clicked the Import button, a message appeared, "Unable to open [url].  The hyperlink cannot be followed to the destination."

I added the URL domain to Trusted sites in Internet Explorer, with no change in results.

This is a pretty big issue for us.  Presumably, it is just a setting in Office, Excel or the registry, but I am out of ideas.  Can anyone help?
